Owe The IRS? Bill Would Suspend Passport Rights For Delinquent Taxpayers

LOS ANGELES (CBS) — A bill authored by a Southland lawmaker that could potentially allow the federal government to prevent any Americans who owe back taxes from traveling outside the U.S. is one step closer to becoming law.

Senate Bill 1813 was introduced back in November by Senator Barbara Boxer (D-Los Angeles) to “reauthorize Federal-aid highway and highway safety construction programs, and for other purposes” .

After clearing the Senate on a 74 – 22 vote on March 14, SB 1813 is now headed for a vote in the House of Representatives, where it’s expected to encounter stiffer opposition among the GOP majority.

In addition to authorizing appropriations for federal transportation and infrastructure programs, the “Moving Ahead for Progress in the 21st Century Act” or “MAP-21″ includes a provision that would allow for the “revocation or denial” of a passport for anyone with “certain unpaid taxes” or “tax delinquencies”.

Section 40304 of the legislation states that any individual who owes more than $50,000 to the Internal Revenue Service may be subject to “action with respect to denial, revocation, or limitation of a passport”.

The bill does allow for exceptions in the event of emergency or humanitarian situations or limited return travel to the U.S., or in cases when any tax debt is currently being repaid in a “timely manner” or when collection efforts have been suspended.

However, there does not appear to be any specific language requiring a taxpayer to be charged with tax evasion or any other crime in order to have their passport revoked or limited — only that a notice of lien or levy has been filed by the IRS.

Boxer vowed last week to push House Republicans to pass the bipartisan transportation bill that would keep the Highway Trust Fund from going bankrupt.

“Thousands of businesses are at stake, and eventually we are talking about nearly three million jobs at stake,” she said in a statement. “There are many people on both sides of the aisle in the Senate who want to get our bill, MAP-21, passed into law, and I am going to do everything I can to keep the pressure on the Republican House to do just that.”

General / 10 Reasons the 'Dark Ages' Were not Dark

I believe that we can safely say that the period of man’s history from 476 AD to 1000 AD is the most maligned of all.
This period, known to historians as the Early Middle Ages, is still referred to by most laymen as the Dark Ages. In fact the term “dark ages” is almost as ancient as the period itself – it was coined in the 1330s by Petrarch, the Italian scholar, to refer to simply to the decline of Latin literature, exclusively.
It was later taken (TALMUDIC)  by the protestant reformers (16th century) & Jews and then the members of the Englightenment (18th century) as a derogatory term with much broader implications, because they saw their own “enlightenment” as absent from the earlier period. Hardly a fair judgement on the past. Fortunately for modern students of history, the term is now officially known as the Early Middle Ages – a name which has no connotations at all. So, having given you the background on the terms, here are ten reasons that the dark ages were, in fact, a period of great progress and light.


10  Universities Are Born
The Classical Education (still used today in some schools) was the system used by the Universities which were created in the Early Middle Ages (the first in history). The universities taught the arts, law, medicine, and theology (the study of religion).
The University of Bologna (founded in 1088) was the first ever to grant degrees. In addition to the classical structure (based on Ancient Greek education), these medieval universities were heavily influenced by Islamic education which was thriving at the time.
While women were not admitted to Universities in the early days, the education of women did exist. The convents of the day educated the young women who would often enter at a very young age. One such women (Hildegard Von Bingen) is one of the most celebrated women of the Medieval era who had great influence over the men in power at the time.


9 Scientific Foundations Laid
While progress in Science was slow during this period in the West, the progress was steady and of a very high quality.
The foundation was laid here for the wonderful blossoming of science that was to occur in the High Middle Ages to come. It can be safely said, that without the study of Science in the Early Middle Ages, we would be considerably behind in our scientific knowledge today. Ronald Numbers (professor at Cambridge University) has said: ‘Notions such as: “the rise of Christianity killed off ancient science”, “the medieval Christian Church suppressed the growth of the natural sciences”, “the medieval Christians thought that the world was flat”, and “the Church prohibited autopsies and dissections during the Middle Ages” [are] examples of widely popular myths that still pass as historical truth, even though they are not supported by historical research.’ [Source: Video or audio Lecture]


8 Carolingian Renaissance
The Carolingian Renaissance was a period of advancements in literature, writing, the arts, architecture, jurisprudence, liturgical and scriptural studies which occurred in the late eighth and ninth centuries.
The Carolingians were Franks and the most well known is Charlemagne. The Carolingian empire was considered a rebirth of the culture of the Roman Empire. At the time, Vulgar Latin was beginning to be replaced by various dialects as the main spoken languages in Europe, so the creation of schools was vital to spread knowledge further amongst the common people. It was also this period which gave us the foundation of Western Classical Music.


7 Byzantine Golden Age
Under Justinian this period gave us the Corpus Juris Civilis (Body of Civil law) – an enormous compendium of Roman Law. Literacy was high,elementary education was widespread (even in the countryside), middle education was available to many people, and higher education (as discussed above) was also widely accessible. In the Byzantine empire during this period we saw a massive outpouring of books – encyclopedias, lexicons, and anthologies. While they did not create a lot of new thinking, they solidified and protected for the future much of what was already known.


6 Religious Unity
This is a sticky topic, but the fact is, during the Early Middle Ages, Europe had a united Church, an agreed upon canon of the Bible, and a well developed philosophical tradition. This led (as one would expect) to a great period of peace within the Western nations. While Islam was not in agreement with the doctrines of the West, much mutual sharing of information happened and the Islamic contribution to the West is still felt today. This union of beliefs allowed for intellectual progress unseen since the Roman Empire at its heyday. In a sense you might consider this period as the calm before the storm, as it was merely a hundred years later that the first Crusade would be called to take Jerusalem back from the Muslims – an event which ended the flow of knowledge between groups.


5 Algebra Arrived

Thanks to the learning of the Islamic people in the East, the world received its first book on algebra. The Compendious Book on Calculation by Completion and Balancing was written by Al-Khwārizmī (790-840) and the Arabic title of the book gave us the word “algebra”. The word algorithm comes from al-Khwārizmī’s name.
This book gave us the first systematic solution of linear and quadratic equations. Later translations of his books also gave us the decimal positional number system we use today. Al-Khwārizmī, along with Diophantas, is considered the Father of algebra.


4 Art and Architecture

During the Early Middle Ages, architecture was diverse and innovative. It introduced the idea of realistic images in art and it laid the groundwork for the Romanesque period which was to come in the High Middle Ages. The period also included the introduction and absorption of classical forms and concepts in architecture. It can safely be said that this period was the first period of high art – with previous styles (Migration period) being much more functional and less “artistic”. In the Early Middle Ages we witness the birth of an astonishing and beautiful history of art and building.


3 Fantastic Weather

Trivial as it may seem, the weather played a much greater part in the lives of the average people during the Middle Ages and beyond. When we think of the “Dark Ages” we tend to see images of snow storms, rain, thunder, and darkness – such as we see in films like “The Name of the Rose”. The fact is, in the Early Middle Ages, the North Atlantic region was warming up – so much so that at the opening of the High Middle Ages (1100 AD), the region was 100 years into an event now known as the Medieval Warm Period. This warm period thawed much ice and enabled the Vikings to begin their colonization of Greenland and other northern nations. Ironically, the Protestant reformation (16th century) up until the 19th century suffered the Little Ice Age – the period of “enlightenment” was literally darker and colder than the “dark” ages. During this period, reforms and better knowledge of agriculture provided a boost to food supplies.


2 Law Becomes Fair

The Early Middle Ages had a complex system of laws which were often not connected, but they were effective and fair for the most part. For merchants traveling around the world, there was the Lex Mercatoria (Law Merchant) which had evolved over time, rather than being created. This law included arbitration and promoted good practice amongst traders. At the same time, Anglo Saxon Law was formed with a focus on keeping peace in the land. While this eventually lead to some very tough laws, living under the legal system in the Early Middle Ages was probably the best time to live – as it was still flexible and fair for the majority. The third important legal system was the the Early Germanic Law which allowed each person to be tried by his own people – so as to not be disadvantaged by ignorance or major cultural differences.

1 Agricultural Boom
If you were wanting to die a martyr by starvation, the Early Middle Ages were not the time to do it! As a consequence of the excellent weather and greater agricultural knowledge, the West did extremely well. Iron tools were in wide use in the Byzantine empire, feudalism in other parts of the world introduced efficient management of land, and massive surpluses were created so that animals were fed on grains and not grass. Public safety was also guaranteed under the feudal system and so peace and prosperity was the lot for most people.

(NaturalNews) The truth has once again shaken the foundation of the 'American Tower of Babel' that is mainstream science, with a new study out of Harvard University showing that pasteurized milk product from factory farms is linked to causing hormone-dependent cancers.
 It turns out that the concentrated animal feeding operations (CAFO) model of raising cows on factory farms churns out milk with dangerously high levels of estrone sulfate, an estrogen compound linked to testicular, prostate, and breast cancers.

Dr. Ganmaa Davaasambuu, Ph.D., and her colleagues specifically identified "milk from modern dairy farms" as the culprit, referring to large-scale confinement operations where cows are milked 300 days of the year, including while they are pregnant. Compared to raw milk from her native Mongolia, which is extracted only during the first six months after cows have already given birth, pasteurized factory milk was found to contain up to 33 times more estrone sulfate.

Evaluating data from all over the world, Dr. Davaasambuu and her colleagues identified a clear link between consumption of such high-hormone milk, and high rates of hormone-dependent cancers. In other words, contrary to what the U.S. Centers for Disease Control and Prevention (CDC), the U.S. Department of Agriculture (USDA), and the conventional milk lobby would have you believe, processed milk from factory farms is not a health product, and is directly implicated in causing cancer.

"The milk we drink today is quite unlike the milk our ancestors were drinking" without apparent harm for 2,000 years, Dr. Davaasambuu is quoted as saying in the Harvard University Gazette. "The milk we drink today may not be nature's perfect food."

Meanwhile, raw, grass-fed, organic milk from cows milked at the proper times is linked to improving digestion, healing autoimmune disorders, and boosting overall immunity, which can help prevent cancer. Though you will never hear any of this from the mainstream media, all milk is not the same -- the way a cow is raised, when it is milked, and how its milk is handled and processed makes all the difference in whether or not the end product promotes health or death.


American government seeks to further perpetuate the lie that all milk is the same with egregious new provisions in 2012 Farm Bill
Of particular concern are new provisions in the 2012 Farm Bill that create even more incentives for farmers to produce the lowest quality, and most health-destroying, type of milk possible. Rather than incentivize grazing cows on pastures, which allows them to feed on grass, a native food that their systems can process, the government would rather incentivize confined factory farming methods that force cows to eat genetically-modified (GM) corn and other feed, which makes them sick.

As it currently stands, the government already provides incentives for farmers to stop pasturing their animals, instead confining them in cages as part of a Total Confinement Dairy Model, aka factory farms. But the 2012 Farm Bill will take this a step further by outlawing "component pricing" for milk, which involves allowing farmers to sell milk with higher protein and butterfat at a higher price.

Allowing farmers to sell higher quality milk at a higher price provides an incentive for them to improve the living conditions on their farms, and milk better cow breeds. But the U.S. government would rather standardize all milk as being the same, and create a system where farmers continue to produce cancer-causing milk from sick cows for the millions of children to drink.

The day in March 1519 when the Spanish expedition led by Hernan Cortes landed on the coast of the American mainland constituted a turning point in the history of Mexico. The arrival of the Europeans coincided with a time of crisis in the Aztec Empire. Driven by reports of the fabulous wealth of the realm and taking full advantage of their superior weaponry and the assistance offered by local native peoples who decided the time had arrived to settle their accounts with the Aztecs, the Spanish invaders accomplished in a few years one of the most astonishing conquests in history.
When on August 13, 1521, Cortes finally captured Tenochtitlán, the Aztec capital later renamed Mexico City, the last in a long chain of rich indigenous civilizations that had flourished in Mexico since prehistoric times came to a violent end. By the end of the 16th century Spanish rule in New Spain was well established over the entire territory of modern Mexico and beyond.


Spanish Policy toward New Christians
The Spanish New World, and especially Nueva España (New Spain), as the Spanish conquistadors called Mexico, attracted from the beginning of the 16th century large numbers of New Christians – recent Jewish converts to Christianity. Unlike the Portuguese in their dominions, the Spanish administration already in 1528 prohibited the settlement in Mexico of persons suspected of being potential agents of religious heresy, like New Christians and descendents of convicts of the Spanish and Portuguese Inquisition as far as the fourth generation.
The establishment of a local Inquisition in 1571 contributed to a more vigorous implementation of that policy, which led to an increasingly hostile attitude towards every person suspected of practicing crypto-Judaism, especially during the campaigns conducted in the 1580s and 1590s and again in the 1640's.


The first “judaizantes” (“Judaizers”) were tried in 1528 and an auto-da-fé was conducted in the Cathedral of Mexico. Hernando Alonso, a carpenter employed by the conquistador army of Hernan Cortes, was one of the two convicted men burned at the stake on that day. However, it was during the late years of the 16th century and the first half of the 17th century that most of the trials and executions took place, culminating with the infamous auto-da-fé of April 11, 1649.

The New Christians
Almost all information now available on possible Jewish settlement in Mexico during the colonial period is based on inquisitorial documents. The investigators took great care in recording every piece of testimony. Every bit of evidence they could extract from someone suspected of secretly practicing Jewish rites was of the utmost importance for gathering new valuable intelligence that could be further used in their zeal to extirpate every trace of Judaism in Mexico. Prisoners were requested to disclose the names of their relatives and acquaintances as well as to reconstruct their genealogical tree. The surviving files contain precise descriptions of traditions and practices supposed to be Jewish and provide an invaluable opportunity for understanding the world of the New Christians in Mexico.


The great majority of the New Christians were small merchants, peddlers, artisans, a handful made a living as physicians and even as military men, while a small but prominent group was engaged in international trade. Indeed much of that commerce was dominated by New Christians who succeeded in establishing lucrative connections with fellow crypto-Jews in other American colonies and with European Jews, especially from the Netherlands.
New Christians arrived in the American colonies despite the official Spanish policy that interdicted settlement of people who either could not prove their limpieza de sangre (“purity of blood”) or had been previously prosecuted by the Spanish or Portuguese Inquisition. A large number of New Christians in Mexico originated from Portugal; their influence was so widely felt that sometimes “Portuguese” became synonymous with New Christian, in other words, Jewish.

In comparison to the general population, the New Christians were well educated; probably all of the men were literate and quite often the women too. They read portions of the Bible, which served as the main source for their knowledge of Judaic practice, but also several other books including the New Testament and additional Christian religious texts. In general their knowledge of Christianity was more profound than that displayed by the average Spanish colonist. There were also a few New Christians who had acquired some familiarity with the indigenous culture: for instance while being held in the inquisitorial prisons they used the Nahuatl language as a secret means of communication.

As in the Spain and Portugal, the women served as the main guardians of Jewish tradition. Religious education was given to children when they were about 10-15 years of age. The New Christians’ faith and practices reflected similar behavior by other Spanish and Portugueseconversos (“converts”) and included belief that the Messiah has yet to come, that one must observe Shabbat, and observe specific fasts. Fasting on particular days was considered to be instrumental in preventing calamities; the most valued being the “Day of the Great Fast” (ayuno del día grande).
It started and finished with a light meal, and was observed by large numbers of crypto-Jews. The protocols of the Inquisition preserved the texts of their prayers, mostly in Spanish, but occasionally containing Hebrew words as well.

Endogamy was widespread among New Christians. Sometimes they conducted inquiries of their own in order to be sure the future in-laws kept the Judaic traditions. Family connections facilitated the establishment of small covert groups whose members strove to help each other, especially in matters related to the observance of the traditions. This milieu, a sort of embryonic community that at times was guided and instructed by a spiritual leader, used to meet in secret houses of prayer under great risk of being denounced by neighbors. However, it seems that there had never been a real Jewish community in Mexico during the 16th and the 17th centuries; the group led by Luis de Carvajal the Younger was perhaps the best organized and closest to the framework of a community.

Accusations of Judaizing
It was not unusual for an individual to be denounced to the Inquisition by his former best friends, neighbors, and associates. This was an easy way to take revenge against someone, for instance a commercial rival.

The accusations brought against individuals charged with observing Jewish rites clandestinely contain allegations regarding the observance of genuine Jewish rituals as well as other customs supposed to be Jewish. Many a victim of inquisitorial investigations, frequently conducted under torture, admitted to at least part of the charges. It is important to note that not all those suspected or convicted of crypto-Judaism actually practiced any Jewish rites, moreover some of them had no connection whatsoever with the Jewish people and were innocent victims of denunciation. Pedro de la Rocabal was accused of being “a Jew and a Lutheran”, June 1595. However, other victims considered themselves to be Jewish, even if their rites were not actually within the accepted Judaic practice and beliefs of the time. In total about 1,500 persons were accused of Judaizing during the 16th and the 17th centuries: more than a hundred were executed in public and some two hundred died whilst in prison.
On the other hand it seems that the Inquisition never reached a number of real crypto-Jews, who managed to live undisturbed in various Mexican settlements.
Typical accusations against suspects of crypto-Judaism included: Observance of Shabbat, which included such things as: wearing clean clothes on Saturdays, eating meat on Fridays, paying visits to friends; the refusal to eat treif food, especially pork, or showing some traces of Jewish ritual slaughter or abstaining from eating specific meals; anti-Catholic “provocations”, such as not fasting on Fridays, absence from Mass, working on Sundays or compelling servants to work on Catholic feast days; acts of hate towards Christianity, such as flagellation of crucifixes, blasphemies against the Saints, etc


The Carvajal Affair
Luis de Carvajal el Mozo (“The Younger”) was the nephew of the Spanish governor of the same name who was sent to colonize the northeastern territories (the modern Mexican State of Nuevo Leon). Carvajal the Younger was born around 1566 and by 1587 he was probably the most influential spiritual leader of the Mexican crypto-Jews, aspiring to become the leader of all crypto-Jews in New Spain. He attempted to contact each and every person he thought to be of Jewish origin and convince them to observe the Law of Moses. Luis de Carvajal the Younger was tried twice by the Inquisition and finally burned at the stake in an auto-da-fé on December 8, 1596 along with his mother, three sisters and five other crypto-Jews.

The auto-da-fé of 1649
The largest auto-da-fé ever held in Spanish colonies in America took place in Mexico City on April 11, 1649. Christians from as far as 50 miles from the city were compelled to attend the event. A total of 108 men and women were accused of secretly practicing Judaism, however 57 died prior to the event while incarcerated by the Inquisition. Their bones were brought to the execution place and burned along with 13 people sentenced to death. Of them Tomas Trevino de Sobremonte alone refused to kiss the cross before being put to death and consequently was burned alive. Reportedly he yelled at his executioners while they set the fire at his feet: “Throw more wood on this fire, you wretched ones, because I am paying for this.” (Liebman:51)
By the end of the 17th century the remaining crypto-Jews assimilated into the Mexican population. Some of their traditions, having lost their original Jewish meaning, enriched the local folklore. During the 20th century members of the native Mexican communities of Venta Prieta and Vallejo claimed to be descended from the crypto-Jews of the colonial period and returned to Judaism. A number of Christian Mexican families, like the Villarreal Family, now residing in Texas, proudly affirm their Jewish roots.

The wife of fiercely pro-life presidential hopeful Rick Santorum had a six-year love affair with an abortion doctor, 40 years her senior - who, incredibly, delivered her as a baby - it has emerged.
Karen Santorum, 51, who, like her husband, opposes abortion even in cases of rape and doesn't believe in using birth control, lived with Pittsburgh abortion pioneer Dr Thomas E. Allen for most of her 20s in the 1980s.

When she met Dr Allen, Mrs Santorum, who then went by the name Karen Garver, was a 22-year-old nursing student who shared his liberal views on abortion and enjoyed life as the younger lover of the 63-year-old divorcee and man-about-town, according to friends.
The image of Mrs Santorum living with her progressive playboy boyfriend stands in sharp contrast to the matronly devout Catholic mother of seven that she plays on the campaign trail.'

Tel Aviv named best gay city

JERUSALEM (JTA) -- Tel Aviv has been named the best gay city for 2011 in a poll sponsored by American Airlines and Gaycities.com.
The city was selected as the "Best City of 2011" in the "Best of Gay Cities 2011" poll. Tel Aviv garnered 43 percent of the votes, followed by New York City with 14 percent and Toronto with 7 percent.
"Winning this competition constitutes an additional strengthening of the fact that Tel Aviv-Jaffa is a city that respects all people and allows everyone to live according to his/her own principles," Tel Aviv Mayor Ron Huldai said. "Ours is a city in which everyone can be proud of who they are."
New York won in the Best Night Life category, San Francisco took the Best Pride city category, and Buffalo, N.Y., was the Most Up-and-Coming city.
More than 5,000 gay tourists visited Tel Aviv in June for its annual pride parade, according to the Tel Aviv-Jaffa municipality.'
