President Bush Proposes $1 Billion Increase for Title I in 2005-06; Congress Finalizes Budget for 2004-05

I have a VERY good feeling that this has to do with the FTAA.
I recently looked at Puerto Rico's Title I and Title II Budget FY 2002-04. Puerto Rico took a big dip in US funds, whereas Florida's funds increased. I believe that NCLB, WIA, Title I, and other socialist educational programs is encouraging the migration from South America to the North. This is merely a snapshot of the bigger picture - globalization. What this is, is an invasion of America, via Education Reform through immigration.
