He doesn't have either of the first two, and would appear to have the third in spades - as long as the drugs in question are cocaine and alcohol.

I once saw a great picture on the web, not 'photoshopped' that had Poppy Bush, George & Bill Clinton all together, standing outside someplace: Poppy & Clinton were wearing sunglasses, George W. no, but they were all standing there like they were enjoying the biggest joke in the world; they looked like something out of 'Scarface'.
